and new-construction-related values, and compliance with specific valuation
methodologies and rules.
Assessment
Appeals: Assessment appeals services, including pre-filing analysis,
preparation and filing of assessment appeals, case management prior to
the hearing, and presentation of cases before assessment appeals boards.
Litigation Support: Specialized support for attorneys, CPA's,
and others representing clients with California property tax issues. Telephone
consultations on specific matters. Case management, appearances, participation
in trial preparation and presentation.
Expert witness: Testify on technical property tax issues including
intangibles, new construction, valuation methodology, accounting issues
related to property taxation.
Property Tax Department: Service to CPA firms as their property
tax department. Support clients as a consultant of the CPA firm. Technical
support, appeals management, assistance with 571 issues, business property
audits. In-house conferences and training. Discounted client fees are billed
to the firm.
Dispute Resolution: Jim provides mediation/arbitration services for
businesses and individuals. He uses his 11 years experience as an administrative
law judge, and additional training and experience in arbitration and mediation,
to help businesses and individuals resolve disputes without resorting to
the courts. Jim is a member of the American
Arbitration Association panel of arbitrators, and is qualified as a
mediator in California.
